Who is the National Heavy Vehicle Regulator?

The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as a national entity responsible for

regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. Located in Brisbane, the NHVR minimises the
compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistencies across state and
territory borders, and ultimately for the heavy vehicle business with government in Australia.

Position Description | Mechanical Engineer (Performance Based Standards)

Environment

Through leadership and influence, the NHVR administers a national system that delivers consistent and streamlined
regulatory services and administration to the Australian heavy vehicle road transport sector, reducing regulatory burden

whilst enabling greater safety and productivity.

The Regulatory Policy & Standards Division sets regulatory strategy, policy and standards, setting desired outcomes.
From this, standards are determined and subsequently delivered through operational activities to allow NHVR outcomes
to be achieved. The function also undertakes assurance activities to ensure the continuous improvement of the
regulatory program to enhance the safety and productivity of the industry.

Primary Objectives

The Mechanical Engineer (Performance Based Standards) is accountable for administering applications for design and
vehicle approvals under the PBS scheme. Through application of their engineering qualifications, robust understanding of
the PBS standards, approval framework and the ability to manage complex relationships with internal and external
stakeholders, this role will facilitate the design, construction and commissioning of innovative PBS vehicles. As an

engineering professional, the role will also contribute to the NHVRs technical capacity through the provision of technical
and engineering advice and the assessment and simulation of the dynamic performance of heavy vehicles.

Key Responsibilities/Accountabilities

  • Review, assess and determine PBS applications, applying the assessment rules and policy frameworks.
  • Provide engineering input into the development, implementation and evaluation of national standards, policies and
strategic initiatives relating to the PBS scheme and standards.

  • Provide engineering and technical advice to internal and external stakeholders relating to the PBS scheme, the
Heavy Vehicle National Law and national standards.

  • Contribute to technical aspects of vehicle regulation by identifying opportunities to improve the productivity and
safety of the heavy vehicle industry and providing sound engineering and policy advice.

  • Contribute to development, review and implementation of projects designed to ensure continuous improvement of
the PBS Scheme, including associated policies, procedures and standards in the heavy vehicle ind ustry.

  • Liaise, negotiate and effectively communicate with internal and external stakeholders by providing accurate advice
and encouraging cooperative compliance and enforcement with regard to vehicle regulations.

  • Write and/or review reports, briefing notes, submissions and prepare and deliver presentations in accordance with
NHVR standards.

  • Contribute to the professional development of other internal engineering professionals, including graduate
engineers.

  • Build and maintain professional networks and effective relationships with internal and external stakeholders and
represent the NHVR as required on technical committees and working groups.

  • Work collaboratively with the Manager (Vehicle Safety and Performance), Chief Engineer and Senior Management
to provide effective leadership and direction in an environment of change and continuous improvement.

  • Contribute to team plans and goals and display high levels of energy, tenacity and motivation to deliver high quality
core services.

  • Adhere to all NHVR policies and procedures to ensure compliance with NHVR internal processes.
  • Comply with WH&S policies and procedures and contribute and promote a safe and health y work environment.
Skills and Capabilities

  • Knowledge of or demonstrated ability to rapidly acquire sound knowledge of PBS assessment rules, vehicle
standards, inspection techniques and relevant legislation.

  • Ability to negotiate and influence stakeholders with a view of achieving desired outcomes
  • Sound problem solving and analytical skills to resolve technical issues.

Qualifications and Experience

Essential to the Role:
  • A four year engineering degree in mechanical engineering from an Australian higher education institution or a
recognised equivalent.

Highly Regarded:
  • Knowledge of or the ability to acquire knowledge of the HVNL and PBS.
  • Highly developed written communication skills.
  • Heavy vehicle and / or road transport industry knowledge and experience.
